Principles of TERRiA’s bid

TERRiA believes that all Australian’s deserve fair and affordable access to high-speed broadband services.

By global standards however, we continue to pay too much for too little.

If we are to change this we need to change our approach. This means changing the current regulatory regime, which simply isn’t working.

Structural separation

The key principle of TERRiA’s National Broadband Network (NBN) proposal is structural separation.

Regardless of who wins the right to build the NBN, the company that owns the new network needs to be separated from the access seekers who will use the network and deliver services over it to ensure competitiveness and fairness.

By structurally separating the network owner from the network retailer, the appropriate framework is in place to achieve:

  • Increased competition – No one company no longer has an unfair advantage over its competitors. This means all providers can compete for market share on an equal footing
  • Fair and affordable broadband prices – The network owner must engage in efficient pricing at the wholesale level. This means all providers who buy access to the network do so at the same price
  • Innovative products and services – Increased price equity means providers need to compete at the service level. Innovative services bundled with network access will boost market share for providers and drive competition
